Kathy Hansen was elected to the school board in 2007. Her commitment to education is lifelong as evidenced by her 32 years as an educator serving as a teacher, reading/Dyslexia coordinator, Director of Special Education, and assistant principal. She retired in 2006 from the San Marcos CISD and now works for Social Security as a Disability Specialist.
Kathy and her husband John have two children, Jeremy and Meghan who attended SMCISD schools from kindergarten through grade 12. Jeremy is a Medical Physicist working at a radiation treatment center in Houston and Meghan is completing her degree at Incarnate Word while working as an assistant store manager.
Kathy and her family are active members of the St. Jude Chapel of the Catholic Student Center at Texas State University where she serves as a Eucharistic Minister. She has volunteered her time in the San Marcos community as a catechism teacher, an assistant with both Girl Scouts and Boy Scouts, as scorekeeper for Little League baseball and softball, and as a board member of the Greater San Marcos Area Youth Soccer Organization.
Kathy earned her Bachelor of Science in Education at Stephen F. Austin State University and her Master of Arts in Education at Northern Arizona State University. She also attended the University of Texas, and Texas State University earning her mid-management certification there. Kathy studied education trends and futures at Oxford University with administrators from around the world.
Teaching reading has always been her passion and continues today as Kathy tutors students privately as well as training Texas State University student teachers in Phonology. Kathy has trained teachers around the nation as a Project Read Consultant. She has also presented several times at The International Dyslexia Association Conference and the International Reading Association Conference.
Kathy is a past member of the San Marcos Sertoma Club, the Texas Council of Administrators of Special Education, The International Dyslexia Association, the International Reading Association, and the Texas Classroom Teachers' Association where she served on the State Board.
Kathy's purpose on the school board is to ensure that each student receives the education necessary to fulfill their dreams. Her priority is keeping students and teachers first in every decision. |

Board Secretary Joe
Castillo is very active in the
community. He has served on the San Marcos CISD school board
since August 28, 2001 representing District 1. His involvement
in the community has earned him respect
and trust from many members of the community. One of the reasons
he is serving on the SMCISD Board of Trustees is to rebuild
the trust between the Board and the community. He also serves
on the board to protect the rights of the children, teachers,
administrators and the taxpayers of the San Marcos CISD.
Castillo
is proud of the continuous academic successes at all grade
levels, especially at SMHS. Despite the difficulties the district
experienced during the 2001-2002 school year the district has
a very bright future. “The district will continue to
rebuild its fund balance to the level recommended by the TEA
for a district our size,” he said. “With the excellent
teachers and administrators we have in this district, all students
will continue to demonstrate continuous improvements on the
Student Assessment Test in every
subject area tested,” he added.

which is where he also received his Bachelor of Science in

Peter
Baen moved to San Marcos in the summer of 1970 after
graduation from Kaiserslautern American High School in West
Germany. The son of a distinguished career military officer,
Southwest Texas State University* was chosen more for its
setting than for any particular field of study.
Moving away from San Marcos briefly in 1972, he
returned to SWTSU* in 1973 to complete undergraduate and graduate
degrees in Physics and Mathematics. Prior to completing his MS
in Mathematics, Baen was a member of the faculty, but chose a
career in the private sector shortly thereafter. He has been
a member of San Marcos-based Thermon Manufacturing Company since
1976, and continues today as a member of the sales department
of Thermon Americas, Inc.
He and his wife Dee Dee have 4 children, all of
whom are products of our San Marcos schools. Sons Thomas and
Jason graduated from San Marcos High School, while Kirkland and
his sister Grace are still attending school. All have
been involved in various extracurricular academic and sports
activities, and both parents enjoy active relationships with
faculty and staff throughout the district.
Baen was appointed to the SMCISD School Board in
October 2003 due to an unexpected resignation of the Trustee
for single member District 5. He has been actively involved in
volunteer service in the greater San Marcos area for many years.
A former coach in Little League baseball and youth soccer, he
is a past board member of both sports organizations for San Marcos
and Hays County. He and his family are members of St. Mark’s
Episcopal Church where they are actively involved and he is a
past member of the church Vestry. He is presently the Chairman
of the Twin Valley District and a member of the executive Committee
of the Capitol Area of the Boy Scouts of America. He is also
an active Rotarian.
As an author and trainer for Thermon, Baen’s
writing and speaking skills are well respected in many circles,
and he has been published on numerous occasions in several institutional
and industrial trade publications. He continues to play a role
in Professional Societies such as the IEEE (Institute of Electrical
and Electronics Engineers), and the ISA (Instrument Systems and
Automation) and is an active participant in the development of
industrial codes and standards surrounding the field of “heat
tracing”.
Having been a member of the faculty in the Math
and Physics Departments of Southwest Texas State University*,
Baen’s commitment to education is well known.
He is a charter member of the Texas State University Math Advisory
Board, a role he has continued since its inception. Combined
with his commitment to youth, Baen’s becoming a member
of the SMCISD was welcomed by many members of the San Marcos
community.

Lupe
Costilla, a native of San Marcos, has been on the
school board since 1993. Many aspects
of
Costilla’s life are centered on education. In addition to her board service,
she works with students on a
continuous basis.
Costilla’s
educational background and profession lend themselves to her involvement
on the school board. She is a graduate of San Marcos High School and Southwest
Texas State University with a Bachelor’s and Master’s Degree
in Social Work. Within her professional capacity, Costilla is very much aware
of the educational and other needs of youth. Costilla is employed as
the Community Liaison for CSTEP/ENLACE, a program funded by the Kellogg Foundation
at SWT. The program is geared towards increasing high school and college
graduates.
Costilla originally ran for the school board because of the district’s
Texas Assessment of Academic Skills scores, which she believed should have
been higher. She was a member of the history-making board of trustees in 1993,
the first year the district went to the single-member district elections. “I
wanted to increase academic achievement for all students in the district,” she
said, adding that accountability was another issue of concern.
Costilla was also
concerned about curriculum alignments. “It seemed as if each campus
had its own curriculum,” she said, noting that today vertical teams
of teachers and administrators continue to work to make sure there is more
continuity and consistency among schools and throughout the grades. “The
grade-by-grade level progression is much more consistent,” she said. “It’s
benefiting all students at all grade levels,” she added.
Costilla continues to have a bright outlook for the future of San Marcos
CISD. She is optimistic that SMCISD
students will be successful given the academic groundwork that was initiated
six years ago. Additionally, she added, “We currently have a very focused,
experienced and committed superintendent who without a doubt will lead this
district towards higher academic achievement”. However, she added, “We
must be mindful and not forget that past and present overall district achievements
that are attributed to our students academic successes did not come without
a cost.” “The issue of essential academic programming to insure
our students future academic success should be at the forefront in constructing
future district budgets given the upcoming TAKS.”
“Without a doubt, our district’s successes would not have been possible
without the commitment and dedication of our teachers and staff”, she said. “San
Marcos CISD teachers work very hard to insure that students are learning every
day and they are to be commended for their efforts,” she added. “To
me, achievement goes hand-in-hand with accountability because if students succeed
that means our teachers are also succeeding,” she said. “But, we
must not lose sight of the fact that education is a three-way street—students,
teachers and parents working together to achieve that success.

Large
Judy
Allen
Board President Dr. Judy
L. Allen was elected to the School Board in 2003 as an “at large” member. She has been a resident of
San Marcos for most of her life. She entered Kindergarten at
Campus Elementary on the campus of Southwest Texas State College,
graduated from San Marcos high school and graduated with a secondary
teaching certificate in Home Economics and Math from Southwest
Texas State University. After receiving a M.S. degree from the
University of Missouri—Columbia in Family Economics and
Management, she taught 5 years at Texas A&I University, Kingsville,
and the University of Houston before returning to school at Texas
Tech University to complete a Ph.D. in Home Economics Education
with a minor in Business. At that point, she returned to San
Marcos and has been employed by Texas State University since
1977. She is a Professor of Family and Consumer Science and teaches
courses in consumer and management which includes consumer rights
and responsibilities, credit, money management, personal management,
financial management and family policy.
Dr. Allen
has served as national president of the American Council on
Consumer Interests, President of the Texas Association of
Family and Consumer Science, and President of the Southwest Texas
Alumni Association. Past community activities include service
on the Hays County Appraisal Board of Directors and a member
of the San Marcos Human Services Advisory Committee. She is a
member of the San Marcos “Texas Natural” Task Force
In addition, she is an active member of the First United Methodist
Church and is serving a second term as chair of the Church Council.
Dr. Allen has two children. Sage and Amber.
A class she
was teaching on “Family Policy” motivated
Dr. Allen to run for school board. A major purpose of the course
is to help students realize that policies that are determined
by school boards, city councils, county commissioners, state
legislatures, and/or Congress impact families either directly
or indirectly. Therefore, Family and Consumer Science professionals
have a responsibility to ensure that the individual and/or family
perspective is represented as policies are debated. In motivating
students to be active voices for individuals and families, she
began to question how she too could make a difference. Dr. Allen
feels that her educational background and training in education
is a benefit as she serves the children and citizens of San Marcos
Consolidated School District. |
At
Large
Tom
Brown has
been on the
Board of Trustees since May 2003. He is a
Vice President for Broadway
Bank. He and his
wife Susan Tisch Brown have four children, Tommy, Annie, Jake, and J.D.. Susan also holds education
in high regard as the principal of Miller Junior High
School in the San Marcos CISD.
Brown’s
election to the school board was a natural continuation of
many years of dedication to education in San Marcos. Since
1998, he has served as a mentor and volunteer at De Zavala Elementary.
He also has served on the DeZavala Parent Teacher Association
since 1999, holding the offices of treasurer and president. Brown
has been a member of the San Marcos Education Foundation since
1999, and has served as secretary, vice-president and president.
He also offered two years of his time and business expertise
to boost student success at the San Marcos High School through
the Junior Achievement program.
“I
am proud of how hard everyone in our community works to make
sure our children and their future are our first priority.
As a board member I work as part of a team to create a better
school system for our children, by supporting school construction
efforts, assuring school curriculum is effective and by making
sound fiscal decisions.”
Brown,
a 1984 graduate of San Marcos High School, received his Bachelor
of Science in Economics from Texas A&M University
in 1988. He is a 1999 graduate of the Texas Savings and Community Bank
Management program at the University of Texas Graduate School
of Banking.
In
his other volunteer service with Leadership San Marcos, Brown
is a 1999 graduate, part of the Alumni Association and a former
treasurer.
He has been a volunteer fundraiser for the Boy Scouts of
America since 1999, and enjoys volunteering his time
to his favorite charity, the American Heart Association. |
District

Board Vice-President Margie
T. Villalpando, the newest San Marcos Consolidated
Independent School District Board Member, brings a wealth
of experience in volunteer services and even public service.
Villalpando served as Hays County Clerk for three years.
She is currently City Secretary for the City of Martindale. She received a Bachelor of Applied Arts
and Sciences from Southwest Texas State University.
She
also has served as an administrative assistant with the San
Marcos Hispanic Chamber of Commerce, as the Hays County Branch
Director with the American Red Cross of Central Texas, as a
Congressional Staff Assistant with the U.S. House of Representatives-TX
14th District, and as the Assistant Director of Community Action,
Inc. Hays-Caldwell-Blanco.
She
has been elected to offices in various volunteer organizations
including the G I Forum Women – San Marcos Chapter, the
American Legion Auxiliary, Greater San Marcos Area Senior Association,
Memorial Presbyterian Church Building Fund, and the Calaboose
African American Museum.
She
has been honored for her community service with several awards.
In 2004 she received the Calaboose’s Salute to Women
Entrepreneurs Trailblazer Award for the First Hispanic County
Clerk in Hays County. Additionally, she has received the VFW
Voice of Democracy Award Citation, the City of San Marcos Woman’s
Hall of Fame Award, the State of Texas Certificate of Recognition
Veterans County Committee Member, and the State of Texas “Yellow
Rose of Texas” Award. |
