To Parents of 5th and 8th grade students receiving special education services:
Under the Student Success Initiative enacted by the 76th Texas Legislative Session, satisfactory performance on STAAR reading and math assessments is a requirement for promotion to the next grade for 5th and 8th graders. HB 657 enacted by the 85th Texas Legislative Session requires that for a student receiving special education services who does not perform satisfactorily on the 1st administration of STAAR, an ARD committee must meet prior to the 2nd administration of STAAR. The ARD committee can promote the student to the next grade level without additional testing if he/she has made sufficient progress in the measurable academic goals in the IEP.
