ESSA

Purpose: 

The purpose of Title I, Part A of the Every Student Succeeds Act (ESSA) is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and close the achievement gaps, ESSA section 1001.

Campuses served with Title I funds within San Marcos CISD have at least 40% of their students identified as receiving free/reduced lunch. Title I campuses in SMCISD operate in a schoolwide program (SWP) format, allowing the campuses to use funds from Title I, Part A, and other federal programs to upgrade the entire education program to improve the educational performance of the lowest-achieving students.

Title I Campus Activities 

Title I schoolwide campuses provide targeted academic support (small-group interventions, extended-day and summer programs, differentiated instruction, and progress monitoring). Alongside family and community engagement (family nights, multilingual communication, volunteer roles, and possible parent training). Additionally, campuses provide staff development opportunities based on identified needs. 

Title I funds are used for staff, materials, and extended-time programs, guided by the data-driven Comprehensive Needs Assessment and (CNA) and documented on the Campus Improvement Plan (CIP).

District Reservation Activities 

District reservation activities are based on the district’s Comprehensive Needs Assessment and District Improvement Plan. San Marcos CISD is required to reserve from the district’s entitlement prior to making allocations to eligible campuses, for the following purposes:

• Parent and Family Engagement, ESSA section 1116(a)(3)
• Homeless Children and Youth, ESSA section 1113(c)(3)(A)(i)
• Children in Local Institutions for Neglected Children, ESSA section 1113(c)(3)(A)(ii)
• Equitable Services for Eligible Private School Children, ESSA section 1117(a)(4)(A)(ii)

Purpose: 

The purpose of the Migrant Education Program is to design and support programs that help migratory students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle. These efforts are aimed at helping migratory students succeed in school and successfully transition to postsecondary education and/or employment, ESSA section 1301.

San Marcos CISD is part of the Education Service Center (ESC) 13 shared service arrangement (SSA) to provide support to San Marcos’ migratory students. For more information regarding MEP resources for students and parents, please visit the following pages:

Purpose: The purpose of Title II, Part A is to increase student achievement consistent with the challenging State academic standards; improve the quality and effectiveness of teachers, principals, and other school leaders; increase the number of effective teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders. The funding intends to support educators in their work to improve the overall quality of instruction and ensure equity of educational opportunity for all students. ESSA section 2001.

San Marcos CISD utilizes these funds by providing supplemental campus staff and effective, evidence-based professional development to meet the identified needs of our students

Purpose: Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (ELs) and immigrant students attain English proficiency and develop high levels of academic achievement in English. Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet, ESSA, Section 3102.

San Marcos CISD focuses the use of these funds on providing supplemental instructional resources for English Language Learning, supplemental language learning support staff and a Parent Liaison position.

Purpose: The purpose of the career and technical education program is to develop more fully the academic knowledge, technical, and employability skills of secondary education students who enroll in CTE programs and programs of study by:

1. building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or in-demand occupations in current or emerging professions;
2. promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary education and postsecondary education for participating CTE education students;
3. increasing State and local flexibility in providing services and activities designed to develop, implement, and improve CTE; 
4. conducting and disseminating national research and disseminating information on best practices that improve CTE programs and programs of study, services, and activities; 
5. providing technical assistance that-(A) promotes leadership, initial preparation, and professional development at the State and local levels; and (B) improves the quality of CTE teachers, faculty, administrators, and counselors;
6. supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree-granting institutions, area CTE schools, local workforce investment boards, business and industry, and intermediaries; 
7. providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive; and 
8. increasing the employment opportunities for populations who are chronically unemployed or underemployed.
