• San Marcos CISD has implemented the requirements of Texas House Bill 3:

    • Active Shooter Response Training
      • Active shooter response to training for San Marcos Police Department School Resource Officers and SMCISD School Marshals.
    • Armed Security Officers
      • SMCISD employees armed security officers at all campuses through the following:
        • Primary Schools: SMCISD Board Approved School Marshals
        • Secondary Schools: San Marcos Police Department School Resource Officers
    • Strict Building Standards
      • All building exterior doors are locked, secured, and checked throughout the school day.
      • All doors and windows adjacent to doors are reinforced with impact-resistant security film, glazing, and reinforcement caulking.
      • Front offices are equipped with video doorbells, electronic locks, and 911 panic buttons.
      • Building integrity is frequently reviewed to ensure standards are met.
    • Employment of Addition Contracted Security Personnel
      • Off-duty officers are contracted to provide additional security when needed. 
    • Access to District Property Requirements
      • SMCISD requires all individuals requesting access to district facilities to display their identification prior to entry. Persons who fail to provide identification or have no legitimate reason to be on district property will be ejected.
    • Emergency Response Maps & Walk-through
      • SMCISD has provided detailed campus maps to the Department of Public Safety and local first responders.  
      • SMCISD has partnered with local law enforcement agencies to coordinate frequent walk-throughs of all schools. 
    • Mental Health Training
      • SMCISD provides Mental Health First Aid training for employees who regularly interact with students. 
    • Emergency Operations Plan Development & Revisions
      • SMCISD utilizes the Texas School Safety Center Multihazard Emergency Operations Plan templates to develop and revise procedures which ensure the safety of all students and district personnel (including those with disabilities or impairments) during a disaster or emergency situation. 
    • Safe Firearm Storage Information
      • SMCISD utilizes information provided by the Texas School Safety Center, Department of Public Safety, and Be SMART to provide resources detailing ways in which parents and guardians can effectively prevent children from accessing firearms. 
      • SMCISD advertises and provides cable gun locks to families who own firearms upon request. 
    • Threat Assessment
      • SMCISD trains designated staff members to utilize the United States Secret Service Threat Assessment model to conduct a behavioral threat assessment in order to respond to and support students who threaten the safety of themselves or others. 
      • In the case the student transfers schools, SMCISD provides the receiving district with the child's disciplinary record and any threat assessment conducted. 
      • SMCISD maintains these threat assessments until the student's 24th birthday.
